Section Manager (SM) - Position Description

The Section Manager (SM) is responsible for executing the duties of the office in accordance with ARRL policies established by the Board of Directors and must act in the best interests of Amateur Radio.

Responsibilities:

  • Staff Recruitment & Supervision:

    • Recruits, appoints, and supervises section-level staff to manage the Field Organization’s key areas:
    • Emergency communications
    • Message traffic relay
    • Technical activity & problem solving
    • Volunteer monitoring
    • Government relations
    • Public relations within the general community
    • Information services for amateur radio operators
    • Collaboration with affiliated clubs
  • Appointments:

    • Appoints qualified ARRL members within the section to volunteer positions supporting Field Organization objectives.
    • May authorize section-level staff to make such appointments.
  • Policy & Administration:

    • Stays well-informed on ARRL policies to ensure proper administration of the Field Organization.
    • Provides accurate information in response to members’ inquiries.
  • Supervision & Guidance:

    • Oversees section-level staff and monitors Field Organization volunteers.
    • Ensures all appointees act in the best interests of Amateur Radio and adhere to ARRL policies.
  • Liaison & Reporting:

    • Maintains liaison with the Division Director and provides periodic reports on Section activities.
    • Receives guidance on mutual concerns and serves on the Division Cabinet, offering advice as requested.
  • Community Engagement & Communication:

    • Engages with ARRL members and affiliated clubs through:
    • Correspondence & communication
    • Personal visits to clubs, hamfests, and conventions
    • Responding to members' concerns or referring them appropriately
    • Maintains liaison with frequency coordinators within the Section.
  • Information Dissemination:

    • Prepares or oversees the creation of a monthly "Section News" update.
    • Utilizes electronic communications, such as the Internet, to distribute information and encourage participation.
  • Promotion & Member Engagement:

    • Actively promotes recruitment of new amateur radio operators and ARRL members.
    • Encourages a welcoming environment for new radio amateurs and integrates them into League and club activities.
  • Training Requirement:

    • Each new Section Manager is required to complete a Section Manager orientation training session conducted by ARRL Headquarters.
