Local Government Liaison (LGL) - Position Description

The Local Government Liaison (LGL) is responsible for monitoring local government actions that may impact Amateur Radio.

  • Acts as the primary contact for Amateur Radio-related issues within local government agencies.
  • Provides organized and timely support when necessary.
  • Recognized as the go-to representative for local government concerns within the amateur community.
  • Appointed by and reports to the Section Manager (SM) or the State Government Liaison (SGL) (under delegated authority from the SM).

Requirements:

  • Full ARRL membership.

Responsibilities

Monitoring & Advocacy

  • Track proposals and actions from local government bodies that could affect Amateur Radio, including:
    • Town/city councils.
    • Zoning boards & appeals boards.
    • Other local legislative or regulatory agencies.
  • Attend local government meetings when possible to:
    • Learn their policies and procedures.
    • Build relationships with officials and board members.
    • Offer assistance in Amateur Radio-related matters.
  • Assist amateurs in dealing with local boards and agencies to navigate zoning and regulatory issues.

Education & Outreach

  • Educate local officials (elected and appointed) on the value of Amateur Radio to the community.
  • Serve as the primary contact for:
    • Amateurs experiencing local regulatory challenges.
    • Local officials seeking information on Amateur Radio.
    • Individuals looking to prevent potential government conflicts.
  • Work with the Public Information Officer (PIO) and Public Information Coordinator (PIC) to:
    • Inform local amateurs, the SGL, and the SM about significant local proposals or actions.
    • Organize a local response to important issues, whether negative or positive.
    • Maintain good relationships between Amateur Radio and local officials.
    • Plan events such as inviting the mayor to a club dinner or council members to Field Day.

Coordination & Reporting

  • Register for Planning Commission mailing lists to stay updated on meeting agendas.
  • Refer amateurs seeking ARRL Volunteer Counsels to ARRL Headquarters for legal guidance.
  • Report regularly on progress or concerns regarding local government actions affecting Amateur Radio.

Recruitment & Membership Growth

  • Recruiting new hams and ARRL members is an essential responsibility of every LGL.
  • Encourage participation in amateur radio and expand ARRL membership.
  • Strengthening Field Organization programs enhances public service capabilities.
